You can’t make the parents care about their kids.
Especially when the kids are seen as a means to the end of receiving a check from the govt and not having to work.
The actual kids themselves are a nuisance to be put up with for the sake of the check.

Which is why every “couple” who produce a child that goes on welfare should be sterilized—white and black alike.
