I'm reasonably sure that in capitals worldwide, there is some low level public functionary who is being punished for some infraction. He is required to politely answer the endless stream of mailed demands and suggestions from brain crippled American Democrats, all of whom are sublimely sure of their own intellect.

Carter's missives get special handling, and are passed around to amuse the others in the office.
