Even preschoolers are getting suspended from U.S. public schoolsand they're disproportionately Black, a trend that continues up through the later grades.
Data released March 21 by the Education Department's civil rights arm finds that Black children represent about 18 percent of children enrolled in preschool programs in schools, but almost half of the students were suspended more than once. Six percent of the nation's districts with preschools reported suspending at least one preschool child.
Advocates have long said that get-tough suspension and arrest policies in schools have contributed to a "school-to-prison" pipeline that snags minority students, but much of the emphasis has been on middle school and high school policies. This data shows the disparities starting in the youngest of children.
Earlier this year, the Obama administration issued guidance encouraging schools to abandon what it described as overly zealous discipline policies that send students to court instead of the principal's office. But, even before the announcement, school districts have been adjusting policies that disproportionately affect minority students.
Overall, the data shows that Black students of all ages are suspended and expelled at a rate that's three times higher than that of White children. Even as boys receive more than two-thirds of suspensions, Black girls are suspended at higher rates than girls of any other race or most boys.
The data doesn't explain why the disparities exist or why the students were suspended. Education Secretary Arne Duncan and Attorney General Eric Holder were scheduled to appear at J.O. Wilson Elementary School on March 21 in Washington to discuss the data.
Nationally, one million children were served in public preschool programs, with about 60 percent of districts offering preschool during the 2011-2012 school year, according to the data. The data shows nearly 5,000 preschoolers suspended once. At least 2,500 were suspended more than once.
Daniel Losen, director of the Center for Civil Rights Remedies for the Civil Rights Project at UCLA, said the findings are disturbing because the suspended preschoolers aren't likely presenting a danger, such as teenager bringing a gun to school.
"Almost none of these kids are kids that wouldn't be better off with some support from educators," Losen said. "Just kicking them out of school is denying them access to educational opportunity at such a young age. Then, as they come in for kindergarten, they are just that much less prepared."
Losen said it's appropriate to discipline a 4-year-old, but a more appropriate response might be moving them to a different educational setting with additional services.
"Most preschool kids want to be in school," Losen said. "Kids just don't understand why they can't go to school."
Judith Browne Dianis, co-director of the Advancement Project, a think tank that specializes in social issues affecting minority communities, has been advocating against the overly zealous use of suspensions against African American students. Unfortunately, she said it didn't surprise her to hear that even younger black students were being kicked out of school at a high rate.
"I think most people would be shocked that those numbers would be true in preschool, because we think of 4- and 5-years-olds as being innocent," she said. "But we do know that schools are using zero tolerance policies for our youngest also, that while we think our children need a head start, schools are kicking them out instead."
Proving that civility is a matter of culture, not color.
I would imagine it’s because they are not taught discipline at home. Now ... overall from what I’ve seen ... blacks are loud, rowdy and boisterous. You may find those other blacks who are not - but I can pretty well guarantee you that when you get a bunch of blacks together - you can hear them from “a mile away” and they will be very very rowdy!
Now, I’m describing this from what I’ve seen directly. I’ve come to expect it, as a result of my long history of seeing it.
Now, whites may gather at a party and be loud and boisterous in that setting. I’ve seen that, too - especially if you get a bunch of men together (but not so much with the women). BUT black women are going to be as loud and rowdy as the men - and they seem to sometimes compete with them.
The difference with the “white crowd” and being loud and rowdy and unruly - is that they will limit it to certain settings, but will not be that way in public settings (as a rule). They seem to know That the “setting” makes a difference, and they act accordingly.
Another thing is that many blacks are very rude and/or pushy. Now, this certainly doesn’t apply to all of them, so don’t get me wrong. I’ve seen some mighty nice and polite blacks, too. But, more times than not - especially when you are in a situation where there already are a lot of other blacks around - you’re going to find them cutting in line and pushing their way around and not being respectful of others (not all, but a good portion of the time).
SO ...whatever it is — it is clearly discernible, that as a “group at large” (and not every single one) — they are rowdy, loud, disrespectful, pushy and have no consideration of others!
That’s just “telling it like it is”.
They can never, ever, admit that it is CULTURE and UPBRINGING that are the difference. They must only, and constantly, play that race card. It won’t last much longer. From what I can see, even the younger generation (usually quite liberal) are really tired of it, and think it is a joke.

LOL, umm NO. Having a job that puts me into an association with the education system at all levels I can guarantee the above statement is false.
Inner city kids do not want to be in school. The vast majority of them were raised to be “free range” and have been raised to do as they please. Why would they want to go into a structured environment where their are rules and expected conduct to foster learning?
i will repeat a story I posted in a replay last week about a discussion I had with an assistant principal of an elementary school. The kids are so bad and out of control a behavioral modification specialist had to be hired.
Really??? Do you wonder why test scores are low and kids can’t read when they graduate HS? What the Obama and the Holder “justice” department have done is to further tie the hands of teachers and administrators.
Pretty soon teaching will become a dangerous profession that no sane person will want to go into. Schools without rules will lead to anarchy.

It sure does. I would say that all of what I wrote in Post #45 is related to this - the cultural environment that a kid is brought up in.
Numbers, just numbers. Maybe instead of just looking at numbers they should look at the cause. Feral black children being raised in the Democrat created areas of predators and parasites.
It’s not racism, it’s about being ready to be in a socialized atmosphere. I’m willing to bet that most of these kids simply weren’t ready for school. They’re 4 years old, for gosh’s sake!
Believe it or not, some kids are just not ready for the structure, no matter how loose, at that age. And when they become a distraction to the class...they must go home and try again next year.

Anytime I take my 4 year old to any play ground he wants to leave if black kids show up. I asked him why and he said, “Those kids always play too mean.” From the mouths of babes...
According to what I pointed out in Post #45, I think this is true about black girls, because in the culture they find themselves, this is how they have to be to defend themselves within that environment. For them, this is a kind of survival mechanism.
Well maybe they should behave in a more civilized and disciplined manner if they don’t wish to be suspended.

I teach at what is more or less an inner city school, and about 4 or 5 years ago they began telling us that black kids just learn differently. They need to get up and move around more. They can’t just sit and learn like white kids do. When I said that it is racist to assume that black kids can’t learn like white kids can I was told that it was inappropriate for me to say that and further comments like it would result in an official reprimand.
Definitely ... he spoke the truth. He doesn’t know about racism, but he sure does know “how they are”.
I am very curious as to what a 4- or 5-year-old would do, that would result in suspension. I doubt it has to do with “zero tolerance”.
We used to have corporal punishment in schools. If you got a whipping at school, you knew you were gonna get another when you got home. Double reinforcement......................
