Former U.S. Rep. Richard Stallings will once again seek Idahos 2nd Congressional District seat.
Stallings held the post for four terms as a Democrat from 1984 to 1992. Following that, he ran for U.S. Senate but lost against Republican Dirk Kempthorne, a two-term mayor from Boise.
Stallings is the only Democrat to file for the second congressional race. He will face either GOP incumbent U.S. Rep. Mike Simpson or first-time runner Bryan Smith in the November general election, depending on the outcome of Mays GOP primary.
Stallings said his experience working on both sides of the aisle will be appeal to moderates tired of Congress failure to move things forward.
When I was in Congress, the place ran very well, Stallings said. Its not like that now. Plus, we have an Idaho delegation that does nothing.
Stallings attempted to win back the seat in 1998 but was defeated by Simpson in the general election. Since then, he has served as the chairman of the Idaho Democratic Party and served on the Pocatello City Council.
The campaign will be tough, Stallings said. Both Simpson and Smith have strong support from large political action committees.
I have no allusions that this will be an easy campaign, Stallings said.

Democrats see a potential Richard Mourdock scenario happening here. I was a volunteer for the Mourdock campaign in 2012, which I apologized to Free Republic for after he blew the race (a particular Freeper has been busitng my chops with a Bostonian accent ever since for it). But given that this is such a heavily Republican district, I’m willing to take a chance again.

Lugar had to go by any vote necessary.
It got the amnesty % down amongst Senate Republicans. 70% voted against amnesty.
Up from 40% in 1986 and whatever it was in 2007.
It is a house race.
Indiana elected Coats, Lugar, Bayh and Obama 2008. When have they elected a 90% plus Club for Growth type candidate?
Stallings is an also-ran. It shows how weak the ID Democrat Party is to drag out the old timers.
