The US has warned Russia that any moves to annex Crimea would close the door to diplomacy.
US Secretary of State John Kerry told Russian counterpart Sergei Lavrov that Crimea is part of Ukraine and Moscow should avoid military escalation.
Meanwhile, US President Barack Obama has been discussing the deepening crisis with world leaders.
It comes as warning shots were fired as a team of international observers was turned back from entering Crimea.
The Organisation for Security and Co-operation in Europe (OSCE) said that no-one was hurt in the incident at Armyansk.
It was the third time the OSCE has been prevented from entering Crimea, now in the control of pro-Russian forces.
Moscow has been tightening its military grip on the Crimean peninsula, and the pro-Russian authorities there have called a 16 March referendum to secede from Ukraine and join Russia.
The exchange between Mr Kerry and Mr Lavrov came in a telephone conversation on Saturday, a US State Department official said.
"He (John Kerry) made clear that continued military escalation and provocation in Crimea or elsewhere in Ukraine, along with steps to annex Crimea to Russia would close any available space for diplomacy, and he urged utmost restraint," the official said.

word on the street is that John John Heinz Kerry has been spending a great deal of his time this week practicing drawing a reasonably straight red line.
there is no word yet on how successful he may have been....
What do the Crimean people want? If they want to be part of Russia there’s no problem. If they want to be independent or be a part of Ukraine, Russia should trip the hell back over the border and leave them alone.
Really, so if diplomacy would be at an end, what would Obama and Kerry do next?
Definitely, this is apart of the world that the Russian Federation can enforce their version of the (now defunct) Monroe Doctrine, that once protected the Americas from encroachments by European powers.
Today, there is no will by the regime now in nominal rule of the territory once known as “the United States of America” to exert that defunct Monroe Doctrine, so what business have they of trying to call out anybody else whom may have territorial ambitions?
The Ukraine, by history and cultural influences, is at a divide between Russian hegemony and a serious yearning to be part of the “Western” world, joining with the former Communist nations that have shed the ideology of Marxism and embraced at least some form of reward system for individual initiative, based on most of the concepts of classic capitalism.
There is not, and never has been, any nation that has practiced all the precepts of classic capitalism, partly because of poor understanding of the benefits from the open and free exercise of individual contract for personal gain, in exchange for unfettered use of capital in promoting that personal gain. The old belief of “those that got it already, have an unfair advantage when it comes to getting more”, is hard to root out, because it predisposes the axiom that the pie is of only limited size. The real growth comes not only from expanding the size of the first pie, but to invent and cultivate a vast number of new pies.
The Russian Federation is trying to reassemble the old Soviet Empire, much like Charlemagne tried to reassemble the western part of the Roman Empire, in some loose assembly of fiefdoms known as the “Holy Roman Empire”, which was neither holy, Roman, or in fact, very much of an empire.

If they thought he was really serious, annexation wouldn’t have been announced in the first place.
Our Secretary Of State is a deterrent to the Russians... in his own mind.
They better not do it because Obama will be vewey, vewey, disappointed.
Have you noticed that the media only reports Obama's or Kerry's side of these phone calls, but never the Russian response? I'm guessing it's because the reply is something like, "Get lost, little boy and mind your own business..."
