In Moscow, especially in the not-so-good old days, the question almost always asked is kto vinovat: “Who is to blame?” The American capital now finds itself engaged in that very Russian exercise ever since President Vladimir V. Putin’s troops entered Ukraine.
Many on the right maintain that Moscow’s land grab is President Obama’s fault for pursuing a foreign policy of weakness. Some on the left contend that it is former President George W. Bush’s fault for invading Iraq and providing a precedent. And across the political spectrum there are accusations that it is the intelligence community’s fault for failing to anticipate that Russia would send troops to the Crimean Peninsula. The who-lost-Ukraine debate eerily echoes the sorts of recriminations common during the Cold War, starting with the who-lost-China reproaches after Communists took power in Beijing in 1949, but this time fueled by 21st-century technology and flavored by 21st-century politics. Yanukovych is to blame for events in Ukraine. His excesses and corruption made all of this possible.
Period.
I'm disappointed the NYT couldn't get this "Bush's Fault" nugget into the first paragraph.

Gosh. Wasn’t it a New York Times reporter who couldn’t see any starvation in Ukraine when Stalin was in charge? Now they notice Ukraine?
Forget blame us first. This was caused by the EU extending its reach and now wants us to bail them out.
You got to give the 0bama administration credit for having in place a well thought out contingency plan in case this happened...</S>
That’s because they wanted the mystery of who to blame to reach a climax and then in one fell swoop reveal it as the fault of George W. Bush for invading Iraq and providing a precedent. Had they brought it up in the first paragraph then the story would have no need to go on beyond the one paragraph.
That makes sense.
Remember when news stories were written like non-fiction? Yeah, me neither. They hated Reagan’s guts.
