In Missouri they have "restocked" elk to a part of the state where they never existed.
Once they have a population established they will be able to lock down further land development in the name of preserving the non-indigenous elk.

I don't know the details of this questionable action by the feds. Since the land doesn't seem to be for public use, the 5th Amendment wouldn't apply. So the only constitutional justification that might apply is the Constitution's Clause 17 of Section 8 of Article I where the feds buy state land with the consent of a state's legislature.
But even if the feds purchased the land under Clause 17, it remains that the states have never delegated to Congress, via the Constitution, the specific power to define and protect endangered species.
So what am I overlooking?

How about shooting all the jaguars. Nothing left to protect the feds go away, right? No, the feds will never go away. Where I live we had wonderful trout streams. The experts decided that beavers lived here 150 years ago, they should be here now. And they are. and all the trout streams are ruined. The beavers chew off young trees leaving pointed stobs which puncture the tires of any farmer who tries to work the soil. But the experts, who know nothing , think it would be a good thing if the country was restored to the way it was before we got here.
Be a jaguar and get 1,200 square miles free of charge.

With any luck, the mountain lions and lobos will eat them up, and the ranchers will kill them. Enough is enough, and this government is way over the top.
There has never been a shred of evidence that jaguars live/breed here so this is pure nonsense. On rare occasions jaguars have been seen in this area, they come up out of the mountains in Mexico. One used to be seen about once every 20 years or so until it became a useful topic to use to set aside land. Now it seems they are seen everywhere around here all the time. That is not true, there are photos of one or two taken by Warner Glenn who lives in part of the area to be protected over a period of several years. Other reports are just various people claiming they saw one, no evidence. I am not buying the idea that this should be a sanctuary of some sort.
