JUNEAU, Alaska - A proposal urging a convention of the states to propose amendments to the U.S. Constitution has advanced from the House Finance Committee.
HJR22 would place Alaska on record as urging Congress to call a convention of the states to propose constitutional amendments that "impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office of federal government officials." HJR22 is sponsored by North Pole Republican Rep. Tammie Wilson.
The resolution is meant to serve as a "continuing application" making the request until at least two-thirds of state legislatures around the country make similar petitions.

I would support an amendment that (1) clearly allows for state nullification of federal laws the state’s legislature believes violates the Constitution, (2) required Senate consent for the publication of all federal cases that may only after publication be used for legal precedent; (3) repeal the 16th amendment and disallows any income tax by federal, state or local government on individuals; (4) repeal 17th amendment and return the Senate to the States.
Let’s just make sure this is STAYS as an Article V Convention for Proposing Amendments and NOT CHANGED INTO a Constitutional Convention as some have proposed in order to rewrite the Constitution. The former will hopefully do some good. The latter would be a disaster for our country.
If the legislatures of three-fourths of the states pass a Resolution of No Confidence in the federal government, that government is dissolved. Elections for president, vice president, the House and all Senate seats will take place after 30 days, and no incumbent will be eligible to run.
Following installation of the new government, the entire federal bench will be fired and replaced by the new government.
This will solve a lot of problems.
Proposal:
There are two ways to propose an amendment to the Constitution.

The State Ratifying Convention Method has only been used twice: once to ratify the Constitution, and once to ratify the 21st Amendment repealing Prohibition.
Ratification:
Depending upon which ratification method is chosen by Congress, either the state legislatures vote up-or-down on the proposed amendment, or the voters elect a state ratifying convention to vote up-or-down. If three-quarters of the states vote to ratify, the amendment becomes part of the Constitution.

The first is from the American Legislative Exchange Council, a conservative pro-business group. This document has been sent to every state legislator in the country.

The second is a 1973 report from the American Bar Association attempting to identify gray areas in the amendatory process to include an Amendments Convention. It represents the view of the ruling class of 40 years ago. While I dislike some of their conclusions, they have laid out the precedents that may justify those conclusions. What I respect is the comprehensive job they did in locating all the gray areas. They went so far as to identify a gray area that didn't pop up until the Equal Rights Amendment crashed and burned a decade later. Even if you find yourself in disagreement with their vision, it's worth reading to see the view of the ruling class toward the process.

Yes, that’s interesting. We need to restore the States to their proper role. The 17th Amendment has done horrible damage.
We also need to limit the power of the President to issue executive orders that change legally legislated laws.
I would also like to see restrictions on the creation of “czars” that are outside normal constitutional controls.
If the president and attorney general can nullify laws they don’t like, why should states not do the same? Chicken, I guess.
Before too many years pass, I think there will be only one thing that will work.

Great point. Obama isn’t exactly in a position to complain about nullification by anybody, especially the legislature of a sovereign state.

The Federal Government is broken. We owe it to The Founders and ourselves to attempt a rational Article V amendment process. If it doesn't work, or is hijacked, then fine, it's on to what we're all expecting anyway, revolution. It's your call America.
The best thing that ever happened to them, is when Rocky Wirtz took over the team. Out of respect, however, I will not say why he took over, but he has a different attitude than his father. BTW, Toews, Zajac, Parise, Oshie, and Frattin, all played at my alma mater.
This path to a dictatorship will not be stopped. Problem is 2/3 of Americans have no idea what is happening and most of them don’t give a damn.
