My dream amendment is known by the name of the Utah Option, although how it got that name back in the Eighties is beyond me.

If the legislatures of three-fourths of the states pass a Resolution of No Confidence in the federal government, that government is dissolved. Elections for president, vice president, the House and all Senate seats will take place after 30 days, and no incumbent will be eligible to run.

Following installation of the new government, the entire federal bench will be fired and replaced by the new government.

This will solve a lot of problems.

Yes, that’s interesting. We need to restore the States to their proper role. The 17th Amendment has done horrible damage.
