Is the entire power grid taken down about dark?
I don't know.
I've been to China, and I noticed that - at least in big cities - they have two separate power distribution systems. You can see them on the power poles. Two sets of wires, two sets of transformers, etc. One is on top, the other in the middle.
I was told that one of them is an "emergency" system. The other is for routine loads.
It is my understanding that much infrastructure design in NK is borrowed from the PRC. Perhaps they use the two-power-system approach in Pyongyang, and the lights for the Great Leader's picture are powered of the "emergency" one.
It's also possible that they simply have very very severe penalties for using electricity in private dwellings. If you are vulnerable to a 20-year sentence in a labor camp for burning a light bulb at night, you will damn well make sure they're all off by curfew.
I used to use a similar worldwide photo produced by NASA as a PC wallpaper. NASA creates maps without clouds by using composite photos. The darkness of North Korea stood out like a sore thumb.
About 5 years ago I attended a Baptist men’s church retreat where the featured speaker was Mark Bailey, the president of Dallas Theological Seminary. He told us that he had visited Donald Rumsfeld’s office and had seen the NASA photo cropped to show just North Korea. The difference between north and south is really stark.
“Wow, North Korea is dark for these fifteen minutes.”
“Kim, yes,everybody knows that!”
But, did you know that this will last longer than fifteen minutes?”
“Screw them, Let the Gecko worry about that!
Well you know that camps usually have a lights out policy so that is probably what is happening here except its North Korea electric that says Lights Out!!!

Wait until Obama sends GE to North Korea. All those curly flourescent bulbs will finally find a home.
