The solution is quite simple. Make Obamacare optional. Offer as an option catastrophic only insurance, with a deductible of choice, up to $10,000 or so. Subsidize that catastrophic policy for those who choose to get it, with a $2000 or so deductible.

Then let the free market take over. It will sort out the mess, by letting people and companies decide what type policies suit them best and charge a price at which they can compete for business and still make a profit.

It will never work that way. ObamaCare is constructed in a way that only works if it’s mandatory — because it uses the compulsory enrollment of younger/healthier people to prop up a demographic disaster that is getting increasingly out of kilter with each passing day.
