Without reading this article, I am going to guess Norway.
The list is dominated by cold countries.

Who makes up these scores anyway? What makes the difference between a 7.8 and a 7.9? I can't tell.
People on skis hurtling down some mountainside while some Swiss clock records their times in thousandths of seconds and people on the sidelines are ringing cowbells and making funny hooting noises. It seems like they've been doing the same thing since 1972. Now they've introduced snow-boarding and "toboggans".
And what is that sport where they push that really heavy donut-shaped stone down a sheet of ice while two people with brooms sweep a path for it?
It's all a dreadful bore.
Ding, ding, ding! You are correct, Norway is #1, with 14 medals and a pop of just over 5 million.
That’s why the dems push immigration reform.

Yesterday I saw both a South Korean and a Ukrainian win medals under the Russian flag.

No we just aren’t that into the sports they play in the Olympics. There’s a few, more in the summer games thanks to swimming and basketball, but for the most part our top end athletes are playing other sports they don’t play in the Olympics. So we don’t get medals, we get football players, baseball players, NASCAR drivers, basketball of course which is good for one medal. We’re not sending our top athletes into skiing, or figure skating, or gymnastics, or track and field, not even the X Games which we invented but now other countries are catching up. It’s hard to get medals with your second and third tier athlete.
Yeah, but I’m betting about 90% of Norwegians are active in some sort of winter sport from the age of three...
What an utterly useless statistic. So Norway came top...duh...its like the WINTER olympics! Of course they do.
Or to put it another way, if there would ever be a Pot Olympics, expect Jamaica to be high on the list. (Yes, there’s a pun hidden in there somewhere.)
