“Not willing to work”...then we’re giving out too much ‘welfare’ type assistance.
Another factor is that too many people get college degrees and too few actually learn how to do something while they're in HS.
We need to go back to shop classes in the schools. You'd have less discipline and special needs problems if those less academic students were learning something useful. Get rid of the roadblocks to starting a small business and teach students how to earn money meeting communtiy needs. And stop the tyranny that the education overlords have on what's taught.
A lot of that would happen if it were less compfortable to not work and if businesses knew that they had to sort out matching US citizens with jobs they have potential for.
A good place to look would be to recruit students right out of HS to take a job with training and a paycheck rather that go to a school with more academics and a loan.
