I don’t think there would really be a FEMA when the SHTF.
I know at least two people who have been trained for FEMA who are in it so they and their expended families will have advance notice if things go bad. Both have told me that they never would show up if there was an emergency.
Hence the title of the book! :)
Should’ve just titled it, “When there IS FEMA”, since the post-apocalyptic result will probably be about the same. Remember how well they did in NOLA after Katrina?
Well, the title is intended to meet "John Q Public" half way. But you're absolutely right, of course! :)

FWIW, I have previously purchased “A Failure of Civility” which is far more of a ‘force of arms’ and governance/organizing text. I took that book apart physically and turned it into a tabbed notebook - an SOP manual on my shelf.

REM: I encourage you to contact Matt Bracken (FReeper Travis McGee) if you haven’t already. He has successfully sold well over 100,000 copies largely through WOM and social media marketing.
I think you'll find Chapter 14 of particular interest. That chapter provides step-by-step instructions for organizing a community or small town when advanced preparations are minimal, and was written in consultation with a pretty large and knowledgeable group of preppers.
