Yeah....raising your hands in the air is sort of the universal gesture of “I surrender”.
Paniced cop in a tense situation. He shouldn't be a cop, obviously.
That said, the car thief isn't blameless. There was a moment before the theft when a clear choice was made. During and after a chase, few have clear heads.

And what’s equally troubling is that evidently all the other LEOs went along with the story that he was reaching for a weapon (which didn’t exist).
Then the person who videoed the jack booted thugs released the video.
No wonder cops hate it when we video them.
Looks like a lot less than one second after he turns around. My guess is closer to 1/4 of a second. Just the sort of time interval between someone deciding to shoot, and shooting. They should be able to obtain a precise time from the recording.
If the deputies would have held off of firing another half of a second, it likely would not have happened.
Alternatively, he could have reacted a bit quicker.
I was not there, but I did not see a weapon in his hands. I wonder if he was drugged or drunk to ignore the bean bag rounds and taser.
