Cops fire two shots into him AFTER he raises his hands over his head in a surrender posture. Incredible.

Paniced cop in a tense situation. He shouldn't be a cop, obviously.

That said, the car thief isn't blameless. There was a moment before the theft when a clear choice was made. During and after a chase, few have clear heads.

Yeah. He chose to borrow his sisters car when she said no and she thought she would teach him a little lesson.

Turns out she accidentally taught him to push up daisies.

Not sure I'd call someone who stole his sister's car a "car thief".

Maybe a creep brother, perhaps.

I think the Sheriff's department had to make it look like he was some Big Time Crimnul...

Right. So, if I'm a citizen in a kerfuffle, and I cap some ner do well, and go to trial and say: "It was HIGH ADRENALINE, FEW HAVE CLEAR HEADS AND I WAS AFRAID FOR MY LIFE!"

I WILL go to jail for lots and lots of years.

Only pigs can get away with that one.

Given the pace of the shots, I would say that there was no panic. A 'double tap' might have been panic related. There was plenty of time not to take the second shot. particularly if his weapon was double action only. This speaks to the mindset of the cop to shot the victim regardless.

Sorry, FRiend, I can’t agree with your reasoning. Your “their adrenaline was pumping” scenario could be used to excuse any and all police use of excessive, even deadly, force, be it with a gun, a baton, a flashlight, a boot or their fists.
