A teenage Russian national was arrested late Friday on charges of possessing a weapon of mass destruction, police in Altoona, Pa. said.
Blair County Prison confirmed to Fox News that Vladislav Miftakhov, 19, is in custody.
He is charged with possessing a weapon of mass destruction, risking a catastrophe, possessing instruments of crime, prohibited offensive weapons, incendiary devices, recklessly endangering another person, and several drug-related charges.

His last name is Tatar. Tatars are Muslims.
That was my first thought, too. What is the definition of mass destruction? Is it 3 people or 30 or 300 or 3000? My definition is closer to the 3000 which would mean it was military grade and I highly doubt some pot smokin' teen would have anything like that stuffed into a bag.
Another question, is he really Chechen or at least have Chechen associations?
If a simple bomb is a WMD, then Bush found WMDs in Iraq by the thousands.
Interestingly he is being held in the county prison on only $500,000 bond. It sounds like he had a pipe bomb or two and they are “making a federal case out if it.” If this was a real WMD case wouldn’t he be held by the FBI without bond?

It is not just the media - the govt uses the term loosely at times, too. It could be some kind of explosive, or it could be a science project. We have to wait until Sunday to read it in the Altoona Mirror ;)

There are several stories a while back where the bomb squad was called in because someone had fire crackers...
Since there seems to be a gag order on what the Weapon of mass destruction actually was...
My bet it was a pipe bomb...
I would think it's kind of hard to build a mini nuke in several weeks, plus the materials would extremely hard to obtain...
First name is Slavic, of Polish origin means ‘rule and be famous’, last name is certainly non-Russian, sounds pretty much muslim to me.
The perp himself looks like either tartar or Chechen or other North Caucasus breed, but Polish name is unusual for Chechen.
My guess is he was making hash oil using a butane extractor and the butane extractor is the WMD.

PRESS RELEASE - ARREST
The Altoona Police Department announces the arrest of Vladislav Miftakhov, 19 years of age, of 118 North 9th Avenue, Altoona, PA 16601.
While investigating a reported marijuana grow operation officers located a suspected bomb and other assorted bomb making materials inside a suitcase within Miftakhovs apartment. The bomb was safely deconstructed by experts from the Pennsylvania State Police Bomb Squad. Miftakhov, a Russian Citizen, told investigators he purchased the bomb making materials through the internet over the past several weeks. The appropriate Federal Agencies were notified and are assisting with our investigation.
Vladislav Miftakhov is charged with Possessing a Weapon of Mass Destruction, Risking a Catastrophe, Possession with Intent to Deliver Marijuana, Possessing Instruments of Crime (2 cts.), Prohibited Offensive Weapons, Incendiary Devices, Recklessly Endangering Another Person, Possession of Controlled Substances, and Possession of Drug Paraphernalia.
Miftakhov was transported to Blair County Central Booking for arraignment.
Vladislav Miftakhov is presumed innocent until proven guilty in a court of law.
