The holiday data breach at Target Corp. appeared to be part of a broad and highly sophisticated international hacking campaign against multiple retailers, according to a report prepared by federal and private investigators that was sent to financial-services companies and retailers. [ ]
Parts of the malicious computer code used against Targets credit-card readers had been on the Internets black market since last spring and were partly written in Russian, people familiar with the report said. Both details suggest the attack may have ties to organized crime in the former Soviet Union, former U.S. officials said.

Is there any surprise? I thought it was always thought that Russian and Eastern European computer programmers were the best. Because they learned on obsolete equipment and didn’t have as much software to depend on, they developed very strong skills. I don’t know if that stereotype holds up today, as they get more advanced equipment.
It totally creeps me out that a beam is leaving my house every few minutes, monitoring my use of water. Consumers don't have any choice about switching over to the new system.

Asians seem to be very prone to an OCD-like personality that is crucial for raw programming and engineering.
Western Europeans seem to be more laid back and creative types.
Eastern Europeans seem more likely to have mix of both. The best programmers/engineers are obsessive with detail and also creative. Some of the best programmers, engineers and chess players are from there.
Unfortunately, these types also tend to be either greedy or self destructive due to their perception of the world. Hence the incredible amount of corruption and addiction in Russia, Ukraine etc.
