It’s an FDA approved medical device.
Lots of folks are making good money “milking” Medicare.
Look at all the blood glucose test strips for sale on Craigslist and eBay.

Yearly claims for the devices nearly doubled from $20.6 million in 2006 to $38.6 million in 2011.

According to the Mayo Clinic, penis pumps are one of a few treatment options for erectile dysfunction.”

Why are we paying for this?

Because we have an out-of-control government, which is the nature of all Central Governments, but also a Federal Reserve which can print money and manipulate interest rates to finance it all.
