Because HI Gov Abercrombie had already told his friend, Mike Evans, that there was no BC for Obama in Hawaii. Fuddy had to create one for Obama and then switch around a bunch of BC#’s to make it look like there is no rhyme or reason for the BC#’s, so nobody would notice that Obama’s BC# is out of sequence. She had to give him the same BC# as he had stolen for the BC’s he had forged to sanitize his passport file in Jan-March of 2008 - the short-form that was supposedly photographed by FactCheck.
We already know that a certified copy of Virginia Sunahara’s death certificate, certified under Fuddy’s administration, includes at least 4 blatant signs of forgery just on the first line - including reference to a Territory of Hawaii “T.H.” file number on this STATE of Hawaii record. It took somebody at the HDOH EXTRA WORK to put that (and other) boo-boos into that copy. Clearly red flags placed there by somebody who was forced to alter the record and resisted. Who forced them to do it? Well.... all fingers point to Loretta Fuddy.
And there are other cases of forgery/fabrication by the HDOH as well. One of which is the supposed-1995-certified copy of the BC for Johanna Ah Nee. But the Onaka signature is not his signature and the BC# digits overlap, which could not happen with the bates stamper that was used in 1961.
So anyway, without going any further, we know that the HDOH is altering and fabricating records and somebody at the HDOH is resisting. Fuddy is almost certainly the one who forced these people to do these illegal things, and two events related to her role had recently surfaced: Doug Vogt had filed a suit which he says cannot be ignored by the system, with Fuddy named as criminally involved; and Orly Taitz reported that Ah Nee’s BC copy is a forgery.
I won’t even go into the anomalies with this “accident”, but when the time is right I will. Suffice to say that the whole thing really, really stinks.

You do realize, don’t you, that the complaint Vogt filed in Seattle was dismissed? (http://www.obamaconspiracy.org/wp-content/uploads/2013/11/In-re-Doug-Vogt-Order-4958455-0-2562.pdf) I don’t know if he’s pursued anything else since then.
