Of course, since 9/11, they have expanded into terrorism, spying and intelligence collecting to a large degree.

Ha, to think congress was worried it was just the NSA spying on them.
My bet is that there is a much more base reason for this — if an agency has “national security” in its mission, it probably has a better chance of getting more taxpayer $$$$$ out of Congress or under some budgetary rules, or perhaps even gets an ability to shield part of its budget from scrutiny.
If the “primary mission” is National Security, then why do we need TWO National Security Agencies, FBI and NSA?
Let’s get rid of the redundant one.
