In modern context, it could mean that when the husband's job takes him from say Atlanta to Cincinnati, well she follows him to Cincinnati. It means that she will take your surname and and defer to you on the major decisions (of which you should allow her input and allow her input to play a part in your decision).
With that comes responsibility for the husband. He must assume the role of provider and accept responsibility when the decision is not the right one (and make it right). Above all, he must honor his wife and never do anything to dishonor his wife or his family. It is a two-way street.
