Gallup said its data came from a poll of 1,031 adults between December 5 and 8, and had a margin of error of plus or minus 4 percentage points. …That is a much higher than normal margin of error, isn’t it?

That’s a goood question. What about the last several polls (also Gallup) showing 0bama’s approval dropping/ disapproval rising, no trust. country headed in the wrong direction, etc?
