I agree, we should pass laws to stop such violence. There should be laws against murder and severe punishment for anyone who commits murder (or robbery, assault, rape, etc).
There should be a police force able to respond, stop and apprehend those criminals that violate such laws.
And to protect the citizens from the time the crime is started untill the officers arrive, the citizens should be allowed to protect themselves (and/or their loved ones, friends, family and students) by the use of firearms.
In a properly ordered society, it is the criminal who fears the Citizen, not the other way around.
