The onus is all on us. We have to lift them out of poverty, and regain their trust. They can go on stealing livestock and land, and being economic throwbacks. Try this, take the Bedouins living in illegal settlements, and move them to a nice, broad open space, such as they used to be accustomed to, say in Libya or Saharan Egypt or the Sinai. Then there won't be an economic gap with Jews, because they won't be near any, and they'll be able to steal each others' livestock and feud over it, as they have for millenia. I say this in the utmost goodwill towards Bedouins. They are overcrowded, and have no space in Israel. It's bad for everyone.

If the article is accurate on the facts, this seems like the kind of basic infrastructure issue the Israeli government needed to have addressed a while ago. Sure, the Israeli government looks good compared to its Arab counterparts. But Israel’s supposed to be a Western country. By all means, smite the terrorists hand and foot. But treating Israeli Bedouin Arabs well in terms of providing basic governmental functions might help sow some goodwill. Especially since there are Bedouin units in the IDF. From the article:


The Bedouin community in the Negev has the highest unemployment rate and highest poverty rate in Israel, with roughly 66% living under the poverty line. The situation is worse in unauthorized encampments, which often have no services such as schools or even electricity; the poverty rate in the encampments is nearly 80%, and the school dropout rate is roughly 32%.

Studies over the past decade have indicated that much of the difference is due to a simple lack of physical access; for example, towns built far from existing roads make commuting to school or work highly difficult.
