Siskiyou County is in far Northern California. The board of Supervisors there recently voted to withdraw from the state to form the State of Jefferson. Siskiyou County Sheriff’s department has hosted meetings affirming the constitutional role of the county sheriff.
Perhaps this is why he was flagged?

CA does their own background checks, and there is nothing instant about it. There is a heinous waiting period just to buy a weapon.
Siskiyou County is where the Klamath Gates are located, if you remember back that far. It's in the good part of CA and odds are the guy they elected sheriff is a decent guy too. If you could get to the bottom of it you'd probably find that he issued one too many concealed carry permits under the absurd "May (but probably won't) Issue" regimen.
