It's not clear he actually said that in those words. How would Ignatius know, and if he did have a source, wouldn't he put it in a news story, rather than an opinion column? Here's the passage:
A wild card in these negotiations is Israel. Obama has asked Prime Minister Benjamin Netanyahu to take a breather from his clamorous criticism and send to Washington a team that can explore with U.S. officials a sound end-state strategy. Perhaps the United States and Israel need a back channel, outside the bombastic pressure campaign by Israeli advocates.
It's not clear that Obama literally told or asked Netanyahu to "take a breather" or if that's just David Ignatius's interpretation of events. "Clamorous criticism" probably isn't something he said over the phone either.
