That is what caught my eye. 2014 is going to be pure chaos. They have the mechanism to collect the payments, but nothing for disbursement. Maybe some of the tinfoil theories about guaranteed debt payment to China are not so crazy. Madness.

The coders didn't have anywhere near three years to do their job. While the ACA was passed 3 years ago, the (very, very lengthy and detailed) regulations weren't passed until at least this past May. IOW, the specifications of the job were in a state of flux, until just a few months ago. (Actually, they are still in a state of flux. Until the specifications are frozen, the coders don't really know what they are supposed to be building.

Which is exactly my point. It doesn't take 3.5 years to build a website. What exactly were they doing before they got the requisite specifications to start on the website, that made them spend over half a billion dollars? And still not get it finished.

So the real figure is something like 30 to 40 percent.

If I were the insurers and we were 26 days from a deadline with an untested payments system, and only this week were they even talking to me about taking payments directly, I would be ripping the President a new one every single day.
