FIRST, cut off all funding for the EPA and make it illegal to transfer any funds to them, THEN have this discussion.

Executive Branch agencies are not “lower”. They are in a separate branch of government from the legislature, and the legislature is in fact authorized to oversee executive branch activities, and to fund or not fund accordingly.
Yet when Bush was President all we heard about was Congress’ constitutional duty of “oversight”.

The teaching of U.S. Government and civics has not been eliminated, it has been redefined. like so many other things; propaganda is the new "Civics."

Congress has no Constitional authority to make other legislative ‘bodies’ like the EPA.

Not so fast. I went to school in the Lost World, and I understand the three branches VERY well.
So well, in fact, that I began to look into how the EPA could be abolished or curtailed in a meaningful way.
WELL...
The EPA was not created by an Act of Congress. There is no section of the US Code that creates it or authorizes it's existence.
It was created by Executive Order to simplify the task of the Executive Branch in enforcing a number of huge and unconstitutional laws that actually WERE passed by Congress between the late 1950s and the late 1960s.
As such, it is purely a creature of the President.

we are not disagreeing. they are not on an equal level of the three branches of govt. they answer to any of the three, they are directed and controlled by them in terms of funding, scope, actions, and legal decisions.

Here is how you do it. You send them all out into the parking lots. Then you call each one by name to return, one at a time based only on need. After 10 days, those that have not been called back are let go, fired, out, part of the RIF, and must seek employment elsewhere.
