As Worries Over the Power Grid Rise, a Drill Will Simulate a Knockout Blow

WASHINGTON — The electric grid, as government and private experts describe it, is the glass jaw of American industry. If an adversary lands a knockout blow, they fear, it could black out vast areas of the continent for weeks; interrupt supplies of water, gasoline, diesel fuel and fresh food; shut down communications; and create disruptions of a scale that was only hinted at by Hurricane Sandy and the attacks of Sept. 11.

This is why thousands of utility workers, business executives, National Guard officers, F.B.I. antiterrorism experts and officials from government agencies in the United States, Canada and Mexico are preparing for an emergency drill in November that will simulate physical attacks and cyberattacks that could take down large sections of the power grid.

They will practice for a crisis unlike anything the real grid has ever seen, and more than 150 companies and organizations have signed up to participate.

“This is different from a hurricane that hits X, Y and Z counties in the Southeast and they have a loss of power for three or four days,” said the official in charge of the drill, Brian M. Harrell of the North American Electric Reliability Corporation, known as NERC. “We really want to go beyond that.”

One goal of the drill, called GridEx II, is to explore how governments would react as the loss of the grid crippled the supply chain for everyday necessities.

Folks have been warning about EMPs for years. Could it be that they are finally trying to figure out how it will affect us?

I am no fan of the government, but we damn them because they do not prepare for things, and then we damn them for preparing for things.

It is important to be prepared for any emergency, natural or otherwise. In this case, there is nothing you or I can do about it.

I hate to be the bearer of dissonance but we have blackout drills once or twice a year in the power industry. Not just a couple of small local utilities - everybody gets involved.

As for what the government should do, I recommend getting the heck out of the way so that the utilities can restore what’s left of their power systems and start rebuilding what is damaged.

I have no doubts that a blackout will be bad. Most likely VERY bad.

BUT i don’t think anyone has factored in that many Americans outside the blackout area will bring supplies to those inside the black out area. The government is not capable of handling something this big and people will take matters into their own hands. I do predict that “in the interest of safety” the gov’t will try to stop people from taking things in though.

Thank you for posting this ...again....because I had just woken up and my eyes were still half closed when I saw the first one and when I tried to get back to it, it was gone. Thought maybe I had dreamed it or something.

The morsi trial which might become very explosive and seal obama's fate begins this Monday in Egypt. The preliminary days will be filled with violence fomented by the brotherhood, but the meat of the trial will be coming right around the time of gridex II.

I really don't know how far obama and his handlers would go to prevent his ouster, but I simply do not trust my government anymore.

Why isn’t this drill done in the summer months? In November, folks will freeze and be without water. Not everyone has a fireplace.

Americans outside the areas may want to help but the government will stop them just like they did with hurricane Irene and Sandy.
