The Obama administration was given stark warnings just one month before that the federal healthcare site was not ready to go live, according to a confidential report obtained by CNN.
The caution, from the main contractor CGI, warned of a number of open risks and issues for the HealthCare.gov web site even as company executives were testifying publicly that the project had achieved key milestones.
The CGI document, which describes "outstanding issues currently being mitigated" says the testing timeframes are "not adequate to complete full functional, system, and integration testing activities" and lists the impact of the problems as "significant."
Another element is listed as " not enough time in schedule to conduct adequate performance testing" and given the highest priority.
The report also gave "the highest priority" and warns "we dont have access to monitoring tools" and "hub services are intermittently unavailable" -- short for the "site's not working sometimes."
One concern, listed as "severe," warned, "CGI does not have access to necessary tools to manage envs in test, imp, and prod. Specifically (1) we don't have access to central log collection / view (2) we don't have access to monitoring tools. We have repeatedly asked CMS and URS but haven ot been granted this access."

From Whitehouse.gov - President Obama Holds a Cabinet Meeting, September 12, 2013.
Remarks by the President Before Meeting with Cabinet Members
Cabinet Room11:17 A.M. EDT
THE PRESIDENT: Well, obviously were missing a few members of our Cabinet here today. In particular, John Kerry is overseas meeting on a topic that weve been spending a lot of time on over the last several weeks -- the situation in Syria and how we can make sure that chemical weapons are not used against innocent people.
I am hopeful that the discussions that Secretary Kerry had with Foreign Minister Lavrov as well as some of the other players in this can yield a concrete result. And I know that he is going to be working very hard over the next several days to see what the possibilities are there.
But even as we have been spending a lot of time on the Syria issue and making sure that international attention is focused on the horrible tragedy that occurred there, it is still important to recognize that weve got a lot more stuff to do here in this government.
The American people are still interested in making sure that our kids are getting the kind of education they deserve; that were putting people back to work; that we are dealing properly with a federal budget; that bills are getting paid on time; that the full faith and credit of the United States is preserved; and that the federal government itself is, in every single agency, running the way it should and making sure that our constituents and the American people are getting a good deal.
So were going to spend some time here today talking about all the efforts that have been made by many of these Cabinet secretaries to streamline operations, to cut out waste, to improve performance, to improve customer satisfaction. Were going to focus on some specific issues, including managing some of the budget debates that are going to be taking place over the next several weeks.
Were going to be talking about the rollout of the Affordable Care Act, where weve seen some tremendous progress over the last several months and are confident that starting at the beginning of next month, people are going to be able to start signing up for health care -- in many cases, for the first time. And were going to spend some time talking about issues like comprehensive immigration reform that are still of enormous importance to ensure that America grows.
So I appreciate all the great work that people have done. Some of the Cabinet members here are still relatively new, but thanks to their confirmations and the great teams they put around them, I know that theyre hitting the ground running.
Thank you very much, everybody.

It's all a lie to cover Obama's incompetence.
Somebody should ask Obama EXACTLY what was discussed about the ObamaCare roll-out during this Cabinet meeting last month, and why he's frustrated and surprised about it now?
What did Secretary Sebelius say to him then? Did she mislead the President in front of all the other Cabinet Secretaries?
What does Obama plan to do about it now that he knows that he and his Cabinet were lied to by one of his Secretaries?

The crash of 0bamaCare is the best political news I’ve had in about a decade.
:-)
The Techies strike back!!!
Somehow I did not think that CGI was going to take the fall for this crap.
Wait until people out here in the hinterlands start losing loved ones over this government sponsored evil corruption.
It’s going to happen...The level of anger will probably reach extreme levels...
Based on this report from CGI to the oversight committee, Sebelius had better bring her atomic top to the hearing tomorrow if she hopes to spin her way out of this mess.
But didn’t you get the memo.... No one tell Obama anything these days...
Pride cometh before the fall.
And an idiot Child King comes before the crash...
Obama found out about the website failure from the news like everyone else, that just goes to show how swell a man Obummer is as he is a man of the sheeple...
Pride cometh before the fall.
Exactly!
They were, and still are, blinded by their agenda.
In an administration that took responsibility for it’s actions you would have people stepping up to offer their resignations but this is the Obama administration where NOBODY, especially Obama, takes responsibility for failure.
A man on fox right now who got a notice he is losing his healthcare is twisting himself into a pretzel defending bammy.
You must be watching a different version of Fox News & Hannity than what I am watching. I am drawing a blank on the black man's name (Derick or something like that) is a staunch conservative, and had just received notice in the mail that he was losing his insurance. He was NOT, definitely NOT defending 0dumb0Care. The other black man (liberal, demoRAT) that responded is the guy who was attacking Derick(?) and defending 0dumb0Care. A classic line from Derick is when he then responded and said that he LIKED his no frills insurance, but under 0dumb0Care your choice is being taken away.
This was on the previous show before hannity. As to the guy on hannity, he said bammy did NOT lie when he said people who liked their plan could keep their plan. And he IS blaming insurance companies for cancelling peoples plans now, NOT bammycare. The newest spite house meme is working.
