The liberal fallback position on Obamacare is that it is actually a conspiracy by the insurance companies, and that more laws are needed to realize effective health care reform.
This is of course an excellent motivation for Obama to remain in “hands-off” mode on Obamacare details.
In the software industry, he is describing a SNAFU in the politest terms he can. "On the Fly" means nothing is solid, the main parameters are still fluid. Not getting code drops until the last month, means not enough time to deal with issues.
He is describing the recipe for a programming disaster.
They knew long before the last month that it was going to be bad. You can smell a SNAFU, like this, a mile away.

Who would have thought, when Secretary Sibellius awarded a no-bid contract for website development to a big “contributor” to Obama that had limited computer experience, that something could “go wrong”?
I think it’s past time for the House to subpoena her bony keester to learn the extent of her personal kick-backs from Obamacare. That question should be asked many different ways.
“Secretary Sebellius, do you still claim that you received no “kick-back” of “fee” or “commission” from this no-bid contract?”
“Secretary Sebellius, do you still claim that you do not have a secret bank account for “commissions and fees” collected from insurance industry lobbyists?”
“Secretary Sebellius, do you still claim that, since the IRS gave you a “waiver”, your secret off-shore bank accounts are NOT illegal?”
All this muslim-like incompetence brings Mali to mind.
