So let’s say someone gets $100/month on their EBT. And suppose they just spent $700. Does this mean they get nothing for the next seven months? Or will the government just eat the loss? Or even make Walmart eat the loss?

Or even make Walmart eat the loss? Walmart will probably have to eat the loss, being the difference between what they allowed people to buy, versus what they had on their cards.
It would have made more sense to limit EBT cards to $50, but then they would have risked "civil unrest" in the aisles.

Walmart would take the loss. The government would owe them nothing. Whatever manager allowed this was crazy or terrified.

If there's a glitch with the debt card system, I either have to use my card as a Visa Credit Card or write a check. I'm sure if the whole banking system went down, I would starve before Wal Mart would give me a pass like this. Once again, people on the dole are treated better than those who pay their bills.
