A federal government shutdown will temporarily cut off pay of thousands of Uncle Sams workers, but for those considered excepted employees, there could be a nice salary bump thanks to rules allowing overtime, compensatory time and other benefits provided to those the administration feels too important to furlough.
In advance of the potential shutdown, the Office of Personnel Management distributed a 30-page Guidance for Shutdown Furloughs that spells out who will get what, if anything, if President Obama and House Republicans can't negotiate a break in the budget stalemate by Monday night, the end of the fiscal year.
Most workers wont be considered excepted employees, but OPM emphasized that its not because their work isnt valued. Excepted employees include employees who are performing emergency work involving the safety of human life or the protection of property or performing certain other types of excepted work, said the guide.
As a result, they wont receive pay during the shutdown, though in the past Congress has approved backpay.
But for those called in to work, the guide reveals they will be eligible for extra pay. Excepted employees who meet the conditions for overtime pay, Sunday premium pay, night pay, availability pay and other premium payments will be entitled to payment in accordance with applicable rules, subject to any relevant payment limitations, said the guide.
Comp time is also available, said the guide.

“Exempt” employees are those paid with multiyear appropriations, e.g., RDT&E. That includes the people doing research and development for the military research labs. Not all government employees do worthless work. There is about 2 weeks of R&D funding left for payroll, just enough to get to the Oct 17th deadline.

For those who remember the old Soviet Union, it was a grim place at least for average citizens. But not so for those in government. Contrary to the official ideals of equality and a classless society that the ruling communist regime espoused, the USSR created a privileged class of party members inside government the nomenklatura.
This semipermanent bureaucracy earned higher incomes, got better health care, ate better food and had greater job security than average Russians, the much-despised proletarians. Today, our bloated government seems, in significant ways, to be creating this same dynamic.
All us private sector folks can sell our foreclosure homes and move into an apartment so the public sector can get a raise, ,retire at 55 with 80% of their highest salary, and move into our old homes.
Just like Obama and family vacations only mini.
Shut them down.

Shut down the Education Department
Shut down—————Add your own department.
People in the private sector have a great deal more latitude in negotiating their salaries, perks, etc.
People in gvt jobs get laid off and foreclosed on also.
