for incorrectly saying ...
that another student may have a gun ...

the criminalization of speech in government schools:if someone says anything that may be related to guns then they are arrested. remember they arrested kids for drawing guns and chewing a pop-tart into a shape of a gun.
and many Americans still trust the government and government schools.

(give laws an expiration date:so the congress has to review every 4 years to see if needed)
