Once the Senate has voted down the defunding of their own Obamacare exemption, the House needs to start sending over CR’s that fund one thing at a time, like they did with the military salaries. This is a dream situation for anybody who really wants to stop unnecessary government funding. This is as close to line-item legislation/veto power as anybody could get. Don’t send a CR to fund the IRS and Lois Lerner will be fresh outta luck. That’s what she gets for screwing with us. ETC.

I don’t understand why Republicans don’t just fund the sections of the budget they agree with like they did for military pay. Pass separate appropriations bills and the impact of a government shut down wouldn’t be noticed by most people.You don’t have to fight on the Democrats’ terms by talking about defunding. If it turns out you never get around to funding HHS, EPA, and the federal education department, well, that would be a shame...
