I read it as:

I was going, 'hmmm, tough hypothetical question ... but maybe I would' ... But then I re-read it correctly.

This government shutdown is a boogieman created by the democrats. They want people to think the country and the economy will grind to an irreparable halt.
In reality, so-called "essential" spending will still go through. Basically, all that will happen if the gov gets shutdown is they'll close the national parks.
