WASHINGTON (AP) — Government agents acting without authorization conducted dozens of undercover investigations of illegal tobacco sales, misused some of $162 million in profits from the stings and lost track of at least 420 million cigarettes, the Justice Department's inspector general said Wednesday.

Translation: ATF agents RESOLD the cigarettes themselves. I know the racket. I knew a guy who worked security at a stadium. He was paid minimum wage but he told me he would work for free because the REAL money was in the T-shirts, hats, and other products he confiscated from vendors walking around the parking lot and selling them illegally. The technique was to simply flash a badge and give the vendors the choice of being arrested or allowing their stuff to be confiscated and then walk away. All choose the latter option. Then the security guy would keep the confiscated stuff and sell them later at a 100% profit.
