California Gives Expanded Rights to Noncitizens

LOS ANGELES — California is challenging the historic status of American citizenship with measures to permit noncitizens to sit on juries and monitor polls for elections in which they cannot vote and to open the practice of law even to those here illegally. It is the leading edge of a national trend that includes granting drivers’ licenses and in-state tuition to illegal immigrants in some states and that suggests legal residency could evolve into an appealing option should immigration legislation fail to produce a path to citizenship.

With 3.5 million noncitizens who are legal permanent residents in California, some view the changes as an acknowledgment of who is living here and the need to require some public service of them. But the new laws raise profound questions about which rights and responsibilities rightly belong to citizens over residents.

“What is more basic to our society than being able to judge your fellow citizens?” asked Jessica A. Levinson, a professor at Loyola Law School, referring to jury service. “We’re absolutely going to the bedrock of things here and stretching what we used to think of as limits.”

One new state law allows legal permanent residents to monitor polls during elections, help translate instructions and offer other assistance to voting citizens. And immigrants who were brought into the country illegally by their parents will be able to practice law here, something no other states allow.

In many ways, the new measures underscore the lock Democrats have over the State Capitol, where they hold an overwhelming majority in both houses. Gov. Jerry Brown, a Democrat, signed the poll worker legislation this month and has indicated his approval of the other bills.Many of the changes, including granting drivers’ licenses to unauthorized immigrants, passed with overwhelming support and the backing of several Republicans.

There is a serious problem when the non-citizens from a neighboring nation have propagandized for a century-and-a-half that they are the lawful owners of nearly half the United States.

There is a reason it is called “Reconquesta”, or reconquest.

A perfect example of why CA , in spite of having huge oil, gas, timber and agricultural resources is teetering on bankruptcy. There's nothing wrong with CA that isn't in some way caused by loopy leftists.

When CA comes to the Fed asking for a bailout, as a country, the rest of us should tell them to pound sand.

Non-citizens have plenty of rights already.

They have the right to remain silent.
Anything they say can and will be used against them in a court of law.
They have the right to be speak to an attorney, and to have an attorney present during any questioning.
If they cannot afford a lawyer, one will be provided for them at government expense.
They should also have a right to be fingerprinted, DNA swabbed, and permanently barred from any path to legal re-entry or citizenship, and to a free trip home after an extended stay in Sheriff Joe Arpaio’s tent city.

The rat/labor union complex that destroyed Detroit is working its evil in CA, IL and other states.

From my earliest days, I believed America and American citizenship were precious jewels of inestimable value.

As recent data from the US SecState show, an increasing number of Americans are leaving. Rather than a treasure, they've determined American citizenship to be a burden.

Not that I'm telling you anything you don't know, but rhetorically, no republic can survive when a majority of its politicians work to destroy the very structure of society.

You mean, like me? I I went to the Social Security office in Northern California, and I thought I was in a foreign country. It was almost like they spoke every language on earth, except English. I am leaving the state by November.

Never before has a state legislature endeavored so hard to work for the benefit of foreign nationals at the detriment of that state’s citizens.
