The House passed a short-term spending plan Friday morning that would continue funding government operations through mid-December and withhold funding for President Obamas signature health-care law, the opening act in what promises to be a several-act drama over how to pay for government operations and raise the federal debt limit.

Thanks, Jimbo.
This guy is sort of a mixed picture re his voting patterns:

This appears to be a classic Cui Bono mystery.
Maybe someone who really knows this guy can help us.
By Voting NO, the RINO just made the Bill Bipartisan, unlike the original Vote for Obamacare.
Kudos to him. /s
He’s likely in a suburban DC district where people are getting very, very rich off of contracts to try and implement Obamacare.
What he says:
http://rigell.house.gov/news/email/show.aspx?ID=J7MT4VCVSSWRKLANXKEBYLZI2Q
“...This CR fails to address the sequester that is negatively impacting those who wear our nations uniform and is the result of Congress inability to pass the 12 appropriations bills necessary to properly fund the government on time. What is needed is a comprehensive solution to our nations fiscal challenges, including a replacement for sequestration, said Rigell.
Rigell noted that he appreciated leaderships effort to defund the health care law as part of the appropriations process and agrees it should be defunded. He has voted in the past to repeal the law, advocating instead for a more patient-focused solution that reins-in medical costs, including H.R. 2300, the Empowering Patients First Act, of which he is a cosponsor. He is also a co-sponsor of H.R. 2682, the Defund Obamacare Act of 2013, introduced by Representative Tom Graves (GA-14).”
Has a military hravy district so he may be especially leary of a shutdown.
Usually a fairly conservative vote.
Guess who needs to be replaced in the next election.
Every Republican should have voted for defunding. At least this keeps dems from sending out their spinners to complain that not one Republican voted against.
Scott Rigell did not vote against this because of the Obamacare funding.
He voted against (and was likely given permission to since the vote was won anyway) because he has been on a mission to stop this “Continuing Resolution” nonsense. ]
He opposes using CRs to fund government, and wanted to tie this CR to a requirement to actually pass the real appropriations bills in December.
Remember that we are supposed to have 13 appropriations bills, all passed by September 30th. Instead, we have NONE passed, so we need this stupid “CR” to fund things until we get around to passing the actual funding bills.
Rigell’s statement: “The upcoming continuing resolution vote, set for Friday, is a perfect legislative vehicle to advance our shared goal of returning to regular order.”
Rigell was pushing a resolution to bar Congress from taking off more than five days at a time until the 12 appropriations bills are passed, calling it the “Govern Before Going Home” resolution.
From another news article: “Rep. Scott Rigell, a Virginia Beach Republican, said he will vote for Boehner’s bill - but only if it includes a new House rule intended to avoid eleventh-hour budget crises.”
He supported the move to defund Obamacare. I don’t care if people want to primary him anyway for any reason they care to push, but it seems unfair to attack him for the wrong reason.
What is needed is a comprehensive solution to our nations
fiscal challenges, including a replacement for sequestration, said Rigell.
And as others have noted, his goal in getting back to regular order is to get the defense appropriation bill to put back the sequester spending, because of the damage it is doing to people and businesses in his district.
He’s not the perfect conservative, but he’s pretty reliable, and the area he represents is subject to a democratic challenge.
BS excuse. He doesn’t want a shutdown because he lives on the government teat.
He definitely does not want a shutdown, because his entire district “lives on the government teat”, being a heavy military district. But I don’t think those supporting the shutdown really see funding our military as the problem.
In a shutdown, Obama is likely because he’s a partisan hack to make sure that ALL the pain is suffered in the military, while Obamacare gets fully funded as “emergency spending”.
She should have got with the program and voted with the rest of his party. You can’t say he’s the only one who has the problem with CRs. BS excuse and he should be primaried.
He opposes using CRs to fund government,

to actually pass the real appropriations bills in December.
even if repealed no employer is going to offer any health insurance due to toxic politicians.
Nope, he’s from Va Beach, VA in the southeast of Virginia...
During elections, he SWEARS he’s conservative. This ought to put the last nail in his political coffin. Va, Bch used to be conservative. The Mayor there just endorsed slime ball McAwful for gov.
Randy Forbes, my guy, has a ton of interest in military spending as he represents part of the same area.
He voted for the bill.....Rigell is a RINO, pure and simple.
