Scott Rigell did not vote against this because of the Obamacare funding.

He voted against (and was likely given permission to since the vote was won anyway) because he has been on a mission to stop this “Continuing Resolution” nonsense. ]

He opposes using CRs to fund government, and wanted to tie this CR to a requirement to actually pass the real appropriations bills in December.

Remember that we are supposed to have 13 appropriations bills, all passed by September 30th. Instead, we have NONE passed, so we need this stupid “CR” to fund things until we get around to passing the actual funding bills.

Rigell’s statement: “The upcoming continuing resolution vote, set for Friday, is a perfect legislative vehicle to advance our shared goal of returning to regular order.”

Rigell was pushing a resolution to bar Congress from taking off more than five days at a time until the 12 appropriations bills are passed, calling it the “Govern Before Going Home” resolution.

From another news article: “Rep. Scott Rigell, a Virginia Beach Republican, said he will vote for Boehner’s bill - but only if it includes a new House rule intended to avoid eleventh-hour budget crises.”

He supported the move to defund Obamacare. I don’t care if people want to primary him anyway for any reason they care to push, but it seems unfair to attack him for the wrong reason.

And as others have noted, his goal in getting back to regular order is to get the defense appropriation bill to put back the sequester spending, because of the damage it is doing to people and businesses in his district.

He’s not the perfect conservative, but he’s pretty reliable, and the area he represents is subject to a democratic challenge.
