The Obama administration on Friday announced that it was not backing down from a confrontation with the coal industry and would press ahead with enacting the first federal carbon limits on the nations power companies.
The proposed regulations, announced at the National Press Club by Gina McCarthy, the administrator of the Environmental Protection Agency, are an aggressive move by Mr. Obama to bypass Congress on climate change with executive actions he promised in his inaugural address this year.

It reminds me of the riddle:

Since around 50% of our electric power is coal fired, this is going to be more than a “brown out”. Close to half of the grid will be down at any given time if he shuts down ALL coal plants.
It would take about ten years to build enough gas fired plants to replace them and that if the turbine and boiler manufacturers can keep that pace with the components.
It’s not a confrontation with the coal industry, it’s a confrontation with common sense and the well being of the American people
