Yes way. "Special cargo" is an utterly unveiled reference to nuclear weaponry, and Russia has a LOT of boots on the ground in Syria right this moment. It is their only warm-water port, and anecdotal reports are the Russians are manning Syrian missile defense posts -- the weapons are of Russian design, as well.

I’m thinking more along the lines of a nuclear tipped torpedo, to use against a carrier.

The ship with the “special cargo” is the Russian version of an LST.
So doubtful that the special cargo is nukes.
More likely additional ballistic missiles and/or air defense stuff that is mobile and can be RO/ROd onto and off the ship.
