Secretary of State John F. Kerry refused Tuesday to rule out putting U.S. troops on the ground in Syria, saying the president needs to retain the ability to send in forces in very select circumstances as the Obama administration officially began to make its case for retaliatory military strikes on the Assad regime.
Testifying to the Senate, Mr. Kerry accused critics of armchair isolationism and said there are risks to acting, but that the risks of inaction are even worse. But asked whether President Obama would accept an authorization from Congress that specifically banned putting U.S. troops on the ground in Syria, the secretary balked.

So John Kerry, who served in Vietnam IIRC, would not want to rule out the ability to, oh, send in some advisors for example?

That is reasonable. Unfortunately, too many Presidents look at bombing of a foreign country as a drive-by shooting. There must be a high threshold for a war; but once that threshold is exceeded, the war must be powerful, decisive, and short.
The goal of war is simply to force the other state to accept the will of the victor. It's not to "teach a lesson." But if Obama bombs Syria now, acceptance of what will can we expect? That Assad shouldn't poison "his people?" (Lots of fighters are not Syrians anyway.) But, quite likely, Assad was not even guilty of this particular use of chemical weapons. The whole military action has no purpose - except that is a typical drive-by, to get the enemy scared and for themselves to feel all-powerful.
Can you believe these people? obama didn’t draw a red line. It was hummanity.
