Gee, I dunno. How many have complained about it? Not many that I'm aware of.
And it's not like people around here are afraid to complain... look at how they react when the pages load funny from time to time, or the internet speed is a little slow, or the posts double up. My God you'd think the sky was falling.
So my guess is that if potential contributors were being blocked on any kind of regular basis by the kind of problem you describe, we -- and Jim in particular -- would be hearing about it in freakin' spades. So far I'm unaware of anything of that sort.

I have a card that didn’t clear on a web purchase. Doubled checked the card and when it was renewed, they changed the code number to a different number (the extra digits you have to put in). You might check to see if your code numbers have changed and that’s why the card isn’t working.
