Actually, it was racist in that Miley was trying to show that she was a bad girl (as opposed to her good-Disney-girl image) and felt the was to do that was to dance with a bunch of black people. See? She’s so “bad” she’s hanging out and cavorting with Blacks!
But mostly, it was just bad!

Overt demented public display of uncommitted sexuality...if that is what is identified with ANY race, then that race ought to be ashamed.
Perversion is not limited to the black race...men of all races (”red and yellow, black and white” as the old children’s church song says!) are slaves to sin.

I had a black co-worker call me racist when I suggested that perhaps her college daughter should get a part time job to help pay for expenses that her mother was complaining about. My son had a part time job to pay his expenses.
