An intoxicated, wrong-way driver who pleaded guilty to the killing in April of a Richmond Times-Dispatch newspaper carrier in South Hill had been convicted of DUI a year earlier and had never been licensed to drive in Virginia.
Santos Gabriel-Tomas, 30, an immigrant from Guatemala in the country illegally, was convicted in March 2012 of driving under the influence of alcohol in neighboring Lunenburg County. He had never acquired a license to drive, but a judge in the earlier case revoked his privileges to obtain a license for 12 months as part of his punishment, Mecklenburg County Deputy Commonwealths Attorney Allen Nash said.
After the suspension period passed, Gabriel-Tomas continued to drive without a license and was doing so when he crashed head-on April 7 into a car being driven by longtime Times-Dispatch carrier Maxey Ann Lynch, 61, who later died at VCU Medical Center.

NJ BERGEN RECORD CIRCA 2004---Pelcastre brothers, Angel and Jorge, Dallas, Texas, were a walking threat to US national security, expert document forgers who, for a few thousand dollars, could give anyone a new identity (many latinos establish multiple identities in order to ride the US gravy train).
The Texas brothers were a "one-stop shop" for a myriad of fake US documents, including birth certificates, Social Security cards, driver's licenses----for any state in the US------ passports and resident alien cards, said NJ state police.
The Texas brothers turned a NJ hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local NJ identity broker. Officers happened upon two cars bearing Texas plates in a NJ hotel parking lot.
The Texas brothers were followed to a NJ office supply store nearby where they purchased computer supplies. Officers then followed the Texans to a NJ storage facility in Secaucus, NJ, where the Texans loaded several boxes into a car. One of them stood lookout. After a search, police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs.
All told, the haul was worth about $500,000 on the street when sold to "impoverished illegals." Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 phony Social Security cards. ####

REFERENCE: Judiciary Committee member Sen Grassley offered a simple amendment to the members considering the immigration bill. "The secretary (of homeland security) may not grant registered provisional immigrant status to an alien under this section unless the alien fully discloses to the secretary all the names and Social Security account numbers that the alien has ever used to obtain employment in the United States," said Grassley's amendment.
Grassley's amendment would not have prohibited illegal aliens from being converted into legal aliens just because they had used names and Social Security numbers that did not belong to them. It would only have required that the illegal aliens make the names and numbers they used known to DHS before they could be granted the right to legally live in the United States.
Grassley said, "Congress should not thumb its nose at the millions of Americans who are victims of identity theft, often perpetrated by an undocumented person who steals Social Security numbers to get jobs, govt benefits, driver's licenses and more. This amendment will simply require the person applying for RPI status to disclose any previously used Social Security numbers," said Grassley. "It's the first step to helping clean up the mess that's been created for the victim of identity theft. The amendment also authorizes certain federal agencies, upon receipt of this information, to notify individuals who were the victims."

"How are they going to remember all that, and are we going to delay RPI status? "(The) purpose of this bill is to bring people out of the shadows. We all know when they lived in the shadows, they had to forge documents, forge Social Security numbers, et cetera. I just don't see how, when you've lived here 10 years, and you've had many different identities, many different numbers, you're going to remember them all," said Schumer.

In So Cal, the fake IDs don’t cost hundreds of dollars, they’re cranked out like candy and available in the local parks.
A license plate tag (cars must be “registered” — and taxed — with the state every year and issued a different colored tag) runs around $22 in the local park. Mine set me back $150, about the least amount one can pay — for a 9-year old car with 150,000 on it.
But, from what I can see, IDs aren’t even asked for that much around here — someone got my credit card #’s and charged $1,400 to buy airline tickets from United — apparently no questions asked. Have no idea how they got the #’s but the guy at the bank told me “they have a million ways.”
Now why didn’t THAT guy have to give more info than the #’s on the credit card?
When I buy airline tickets, even online, I have to give a lot more information than just the numbers.
