Ever see a mama bird appear to be wounded and flailing on the ground as a preditor approaches an area? Usually, there are baby birds nearby and the mama bird is misdirecting -- deflecting -- the preditor away the baby chirpers.
That is what Clinton, Rice, Obama did for weeks by blaming an obscure movie as the fuse that caused the ME (Egypt & Libyia) riots. They were deflecting.
The Obama Admin uses that technique frequently. If the media or opposition politicians get too close to 'a truth', the Obama Admin tosses them a bone, a shiny new object, a deflection, and the media, politicians usually chase it.

Remember she also blew up in that congressional hearing.
