People have been leaving all behind and taking a chance on better conditions for hundreds of years, including those who braved an ocean crossing at a time when circumnavigation was a very iffy thing. Do your "ANIMALS" include those who are hopelessly trapped?
All those "God fearing good people" should be taking a chance, and leaving that God forsaken city.

They are hopeless because they are afraid of the unknown. Only the worst stay behind.
P.S. If the city you lived in became crime ridden and hopeless, would you sit still while it crumbled around you?
I believe I would take what I could carry and walk out of that area. Inconvenience for a while is worth your and your family’s survival. Look at it as an adventure to better times. Many immigrants arrive here with nothing and have great lives.
