He lost the whistle blowing status when he took a lot of the stuff on the hard drive with him out of a secured area.

At that point he became a problem for the country IMO.

Whistle blow all you want, fine, but don't go take tons of sensitive information with you out of the computers. At that point you are a spy and should be IMO shot on sight.

And my problem with the fellow is he cherry picked information to leak.
He made wild accusations against his country, and can not provide proof.
If he has the proof, he took it to communist countries.
Just what is his game?
To make US fearful of the USA and to sympathize with China and Russia as benevolent governments?

I smell a rat.
